Intent Based vs. Content Based
John Battelle put it best in his book The Search as he describes the differences between intent based advertising compared to content based advertising. I will try and summarize it here for you:
Intent based means that a person finds an ad that is specific to something that they were actively seeking. An example of this might be person picking up the yellow pages when they have a leaky faucet to look for a plumber.
Content based means that a particular ad is in some way related to the content a person is viewing. For example, an ad for a cruise ship vacation in a Caribbean travel magazine would be a related, content based ad. This doesn't mean that the reader was necessarily interested in a cruise, but there is a relation.
Search engine marketing is intent based, for the reason that when a person performs a search they see results that are served to them that are completely based on the search term that was keyed in. This can be powerful if your website ranks at or near the top of these results, and makes it easy for the visitor to find what they are looking for.
